Each local church operates with complete autonomy, empowered to meet the needs of its community through a unique approach. This decentralized structure allows for the development of new leadership and maximizes growth potential globally. While each church operates independently, they are part of a regional and district framework and adhere to the Statement of Faith and Core Values established by Victory Outreach International. Victory Outreach International serves as a support organization for all local churches within the fellowship.
